ITIN Application Documents: A Practical W-7 Checklist
A complete ITIN application is more than a signed form and a passport photocopy. The package needs to explain why you need a US tax identification number, establish your identity and foreign status, and include the tax return or exception evidence that supports your request. These pieces should tell the same story. A correct date of birth on Form W-7 will not compensate for an unacceptable identity document, and a valid passport will not establish a tax reason by itself.
This ITIN application documents checklist helps you prepare an orderly file before mailing anything or attending an appointment. It follows the IRS instructions for Form W-7 and separates eligibility evidence from identity evidence. Requirements can change, so use the instructions available when you actually submit your application.
Start with eligibility before collecting certificates
An ITIN is intended for an individual who needs a taxpayer identification number for a federal tax purpose and does not have, and is not eligible to obtain, a Social Security number. It is not a substitute for an SSN when an SSN is available. A pending Social Security application should therefore be addressed before starting a competing W-7 application. Business formation, a payment platform request, or a wish to improve banking access does not automatically establish ITIN eligibility.
Write down your actual reason for applying in one sentence. For example, you might need to file a nonresident individual return or participate in a qualifying joint return with your spouse. Then identify the W-7 application reason and supporting return or exception. If the reason remains unclear, pause. Ordering certified documents before resolving eligibility can create expense without producing a valid application.
Build a three-part application file
The ordinary file has three parts: the completed W-7, the federal income tax return associated with it, and acceptable supporting identification documents. An application claiming an exception substitutes the evidence required for that particular exception for the attached return. It does not dispense with the W-7 or identity requirements. Keep these categories separate in your working folder so you can check each independently.
- Application: the current W-7, with the correct application type, reason, identifying information and signature.
- Tax purpose: the properly completed return, or the exact documents required by an applicable exception.
- Identity and foreign status: a valid passport or an acceptable combination of documents meeting the relevant requirements.
Prepare a private copy of the complete file for your records. Record which documents will be originals and which are properly certified copies. This inventory also helps you identify what should be returned after processing.
Understand when a passport is enough
A valid passport is the only stand-alone identification document that normally establishes both identity and foreign status. That can simplify the application because you do not need to assemble a separate pair of identity documents. However, “stand-alone” refers to the identification requirement. It does not mean you can submit only a passport without the W-7 and tax-purpose evidence.
Dependent applicants present an important qualification. A passport without a US date of entry may not establish the additional US residency evidence required for a dependent’s claimed tax benefit. The dependent may need another qualifying residency document. Do not apply a main applicant’s document checklist indiscriminately to every family member. Review the dedicated dependent rules in the IRS supporting-document guidance.
Distinguish certified copies from notarized copies
An ordinary photocopy, a scan printed at home, and a notarized copy are not interchangeable with a certified copy from the issuing agency. The IRS generally requires original supporting identity documents or copies certified by the agency that issued them. The certification must meet the IRS standard; adding a local stamp to a copy does not establish that the issuing authority has certified it.
There are narrow special rules, including some overseas military family situations, but an applicant should not assume those exceptions apply. Ask the issuing authority what certification it can provide and compare the answer with IRS requirements. Embassy and consular services vary. Confirm the service before booking travel or paying a fee, and do not assume an apostille alone satisfies the ITIN document rule.
Check alternatives when no valid passport is available
Without a qualifying passport, you generally need at least two types of acceptable documents that together establish identity and foreign status and satisfy the photograph requirement. The IRS lists the accepted document types and their permitted uses. A driver’s license, for example, does not perform every function of a passport. An applicant should check the actual document table rather than choose any two government documents.
Document details matter as well. A national identity card must contain the information required by the IRS. School and medical records are restricted to particular dependent situations. Documents must be current where an expiration date applies. Create a small comparison sheet recording the document type, issuing authority, expiration date, information shown and the requirement it supports. This makes gaps visible before submission.
Make names and dates agree across the package
Compare the name on your passport, birth record, tax return and W-7. Small variations may arise from compound surnames, multiple given names, transliteration or a legal name change. Do not hide a difference by shortening a name inconsistently. Follow the form’s instructions for legal name and birth name, and provide appropriate legal-change evidence when required.
Also compare the date of birth, citizenship information and identity document numbers. Read each number directly from the original document rather than copying from an old application. Where a preparer enters the data, review the completed form yourself. A second person’s independent comparison often catches a transposed digit that both the applicant and preparer overlooked while discussing the broader tax return.
Review the tax return connection
If you are applying with a return, attach the W-7 to the return as instructed instead of sending the two packages separately to different IRS offices. Where several family members apply in connection with the same return, each applicant needs an individual W-7. The return must accurately identify the relevant applicants and support the claimed filing position or allowable benefit.
Do not create a tax return solely to manufacture a number request. The income, residency position and filing obligation need independent review. Likewise, a genuine tax obligation does not justify claiming every available benefit. Credit eligibility can depend on identification-number type, issuance timing and other facts beyond the existence of an ITIN application. Keep the tax analysis separate from the administrative request.
A practical example of finding a missing document
Consider a hypothetical overseas applicant preparing a nonresident return. Her working folder contains a completed W-7, a passport scan and the return. She initially considers the package ready because the names match. During review, she identifies that the scan is only an ordinary printout. The underlying passport is valid, but the copy does not meet the submission requirement.
She then compares three practical options: mailing the original, obtaining an acceptable issuing-agency certified copy, or using an authorized document-authentication route where available. Her upcoming travel makes mailing the original inconvenient. She checks the available certification process before committing to it, records the expected turnaround, and has the final documents checked again against the W-7. The improvement is not more paperwork; it is replacing the wrong evidence with evidence that meets the actual requirement.
Plan the handling of sensitive originals
Before dispatch, list every original document enclosed and photograph or scan the complete package for your private records. Use a delivery method appropriate to the destination and retain proof of dispatch and delivery. The mailing address for an ITIN package differs from ordinary tax-return mailing arrangements, and postal-service and private-delivery addresses may differ. Take the current address directly from IRS guidance at the time of mailing.
Keep your passport number, ITIN application and full return out of ordinary email chains. If a professional needs the documents, ask for a secure transfer method and clarify who will hold originals. Make a travel plan that does not rely on receiving an original back on an exact promised day. Published processing estimates are planning information, not a guarantee for an individual file.
Final review before the envelope is sealed
- Confirm that the applicant is not eligible for an SSN and has an identifiable federal tax purpose.
- Use the correct W-7 application type and complete the applicable fields and signature.
- Attach the return or precise exception evidence, not an unsupported explanation alone.
- Verify that identity documents are acceptable, valid and in the required original or certified form.
- Check dependent residency evidence separately where it applies.
- Match names, birth dates and document numbers across the complete package.
- Save a secure copy and a document inventory, then verify the current delivery address.
Common questions about the document checklist
Can I upload a passport scan to replace an original?
A scan can help a professional perform an initial review, but it is not automatically acceptable supporting evidence for the IRS application. The submission route and document standard still need to be satisfied.
Does a valid passport guarantee approval?
No. It addresses identity and foreign status, while the IRS also considers eligibility, the application, and the tax return or exception. A complete file must satisfy each relevant requirement.
Should I send extra identity documents just in case?
Unnecessary sensitive documents can complicate handling. Use the required evidence for your application rather than adding unrelated material. Resolve an uncertainty before dispatch instead of hoping that a larger envelope will answer it.
