Applying for an ITIN from Pakistan
You do not necessarily need to travel to the United States to apply for an Individual Taxpayer Identification Number. A person living in Pakistan can use the overseas application routes described by the IRS when there is a genuine federal tax purpose and the person is not eligible for a Social Security number. The difficult part is usually connecting the tax reason, identity evidence and filing method correctly, rather than choosing a courier.
This guide explains how to apply for an ITIN from Pakistan without treating the number as a shortcut to immigration, banking or business eligibility. It focuses on preparation and coordination. Start with the IRS guidance for applicants abroad, then read the detailed W-7 instructions for your particular circumstances.
Identify why you need a personal tax number
The first question is not whether you own a US LLC. It is whether you personally need an identification number for a federal tax obligation, a valid return or another qualifying reporting purpose. The LLC’s EIN identifies the business. It does not automatically establish that its owner qualifies for an ITIN, and an ITIN does not decide how the LLC or owner will be taxed.
Prepare a short description of your income, ownership and US connections. Include where work is performed, who pays you, whether you have visited the United States, and whether tax was withheld. A competent review can then distinguish an individual filing requirement from an entity information-reporting requirement. Avoid paying for an application described only as a general requirement for every foreign entrepreneur.
Check Social Security eligibility first
Form W-7 is not the correct route for someone who has an SSN or is eligible to obtain one. If you have an unresolved Social Security application, address that process rather than submitting another identification application in parallel. An applicant’s passport nationality alone does not answer the SSN question because immigration and other circumstances may differ between people from the same country.
Explain any previous US employment, SSN application or identification number to the person reviewing your file. If you previously received an ITIN, retrieve that record rather than presenting yourself as a first-time applicant. Missing an old assignment letter is a record-recovery problem, not a reason to seek a second personal number under a slightly different spelling.
Prepare the return or establish a real exception
The normal application includes Form W-7 with the associated federal income tax return and required documents. Some applications qualify for an exception to attaching a return, but the exception must match the actual transaction and have the specific supporting evidence described in the instructions. A bank request or business ambition cannot simply be labelled an exception without checking its conditions.
For a return-based application, coordinate the W-7 and return as one submission. Do not send a separate ordinary return without the number and assume the ITIN office will automatically connect two unrelated deliveries. The W-7 instructions explain how the application is attached and how applicants are identified on the return. Your preparer should explain the filing position before asking for signatures.
Choose an overseas document route deliberately
The IRS can accept an application sent from abroad with original supporting documents or acceptable copies certified by the issuing agency. An authorized Certifying Acceptance Agent may provide another route within the scope of that agent’s authority. A trip to an IRS office in the United States is therefore not the only option, but availability and appointment arrangements should be verified rather than assumed.
Compare total inconvenience, document security, timing and the service actually provided. Mailing an original passport may be unsuitable when you have imminent travel. A provider offering document review is not necessarily authorized to authenticate documents for the IRS. Ask whether the quoted service includes tax-return preparation, application review, document authentication, dispatch and notice follow-up, or only one part of that process.
Do not confuse local notarization with IRS certification
An ordinary photocopy carrying a notary’s stamp generally does not meet the same requirement as a copy certified by the government agency that issued the document. Local terminology can be misleading: a provider may call a copy “attested” even though the IRS requires something more specific. Ask who certifies the copy, what authority that organization has and what certification will appear on it.
Embassy and consular services can vary. Contact the relevant office before assuming that it can provide the required service to you. The IRS supporting-document page describes the certification standard and narrow exceptions. Treat a promise of universal acceptance of any notarized passport copy as a reason to investigate further, not as a convenience to purchase immediately.
Make Pakistani and US records consistent
Applicants may encounter different name formats across a passport, local identity record, marriage certificate and US business documents. Create a simple identity comparison before the form is completed. Record the legal name exactly as shown on the supporting document, any birth-name difference, date of birth and citizenship information. Explain real discrepancies rather than silently editing them away.
Use a reliable mailing address and check its international presentation. Identify whether notices should arrive at your own address or through an authorized representative arrangement. The ability to receive a courier parcel does not necessarily establish that ordinary international post will reach the same address promptly. A missed request for information can delay an otherwise supportable application, so correspondence handling deserves its own plan.
A hypothetical overseas filing plan
Imagine a Karachi-based consultant whose US customer has withheld tax and supplied a reporting document. He owns a US entity but is unsure whether that entity’s records or his personal income create a filing obligation. Instead of ordering an ITIN first, he gathers the contract, reporting statement, work-location history and prior US travel information for a tax review.
After the filing position is established, the preparer identifies the appropriate personal return and the role of the ITIN application. The consultant compares his passport name with the return and corrects an abbreviation before signing. Because he expects to travel, he investigates an acceptable authentication or certified-copy route rather than immediately mailing his original passport. He retains a full private copy and dispatch evidence, then sets a reminder to monitor correspondence. The sequence works because each practical decision follows the tax analysis.
Budget for service scope rather than a guaranteed result
The IRS application process and a professional’s service are different things. A private provider may charge for preparing the return, reviewing eligibility or handling the application. Ask for an itemized explanation so you know which costs relate to the government process and which relate to professional work. An inexpensive number-only offer can become expensive if the attached return is incomplete or inappropriate.
Do not rely on a promised approval date or a guarantee of a particular refund. The IRS decides the application and processes the return separately. Published processing windows can change and may be longer for overseas or peak-season submissions. Plan cash flow and travel with room for questions, document issues or postal delays, rather than treating an advertised turnaround as a contractual IRS commitment.
Keep the ITIN separate from immigration and banking decisions
An ITIN is a federal tax identification tool. Receiving one does not grant immigration status or authorization to work in the United States. It does not change the conditions of a visitor admission or resolve whether your activities are permitted under immigration law. Those questions require their own analysis using the appropriate rules and professional advice when needed.
A financial institution may also apply separate customer-identification and account-opening requirements. An ITIN can be one piece of information without making an account application acceptable. Before incurring costs for banking reasons, obtain the institution’s actual requirements and separately establish whether your W-7 application has a qualifying tax purpose. Do not submit a false tax return to satisfy a commercial checklist.
Track the file after dispatch
Maintain a submission log containing the mailing date, delivery evidence, document inventory and the version of the return that accompanied the W-7. Store it securely with your business or personal tax records. If an agent submitted the package, ask how notices will be handled and who is responsible for answering a request for additional information.
When an IRS notice arrives, identify whether it assigns a number, requests evidence or rejects the application. These are different outcomes and call for different responses. Do not send a duplicate application simply because a courier tracking page confirms delivery but no letter has arrived. Review current IRS processing guidance and contact the IRS or your representative through the appropriate verified channel when follow-up is warranted.
Questions to resolve before signing
- What federal tax purpose supports the application?
- Why is an ITIN appropriate instead of an SSN?
- Is a return attached, or which documented exception applies?
- Does the document route avoid unacceptable photocopies or local-only attestations?
- Are all relevant income and foreign records included in the tax review?
- Who receives IRS correspondence and responds to it?
- What exactly is included in the professional fee?
Can every Pakistani LLC owner obtain an ITIN?
No. Eligibility depends on the individual’s tax circumstances, not nationality or company ownership alone. The entity’s EIN and the owner’s possible ITIN address different identification needs.
Must I visit a US embassy to apply?
Not necessarily. Evaluate the IRS-authorized routes and the document service available to you. Do not make an appointment on the assumption that every embassy service satisfies the ITIN requirements.
Prepare for an international follow-up
If the IRS asks for another document, check whether you can obtain it from Pakistan without repeating the entire application process. Identify who holds the original record and how long an acceptable replacement could take. Keep the submission reference and the exact request together. A planned response route is particularly useful when an overseas address, travel schedule or time-zone difference makes immediate contact difficult.
